Please recommend a sunscreen for before makeup for oily/dehydrated skin.

I have combination skin—dry underneath but oily on the inside—so my makeup cakes and breaks down easily, which really stresses me out. Because of the inner dryness, I don't use heavy products but focus on hydration. I apply a toner, a hydrating ampoule, and finish with a light cream. However, if I use a hydrating sunscreen and then a cushion foundation, my skin gets shiny and oily quickly. On the other hand, if I use a matte sunscreen and then a cushion, I feel the inner dryness and my makeup looks patchy. Please recommend a sunscreen with a proper oil-water balance that is good for people with combination skin to use before applying makeup!!
