Could the dark spots around my eyes be a side effect of cosmetics?

I have a lot of freckles around my eyes, so I am using cosmetics that are said to be good for them.

I was using only a small amount and didn't apply it every day.

I didn't have this reaction from the beginning, but as I continued using it, at some point the area around my eyes where I applied the cosmetics started to turn red and blotchy.

If this reaction had appeared from the first time I used it, I would have suspected it was a side effect of the cosmetics.

Is this a side effect of the melasma cosmetics? Or is this reaction occurring because I applied too much of the cosmetics?

Everyone says this cosmetic is effective, so I tried to use it consistently, but I'm not sure if my skin is just sensitive.

I should stop using it, right?
