I had eyeliner done; will it be more painful to remove it?

I had eyebrow and eyeliner procedures done 10 years ago.

As time goes by, the color is changing from black to blue. I've heard that removing eyeliner is more painful than getting it done; has anyone actually tried it?

It was convenient not having to draw eyeliner.

It looks like an old style now, so I want to remove it.
