Please recommend a tone-up cream.

My skin is dry and tends to get a bit red. It is also oily, so it has a lot of sebum. I want to use a tone-up cream, but I am looking for a product without UV protection. I want to cover up the redness on my face, so please recommend a good tone-up cream if you know of any.
