Is there a way to get rid of freckles?

Why do these melasma spots get deeper as I get older? Will these deep melasma spots disappear?

Back when I was young, I had a mole removed incorrectly—or rather, I didn't take good care of it—so it all turned into blemishes and freckles. It’s really sad.

Will skin with freckles and blemishes like this become clear if I take care of it? Yoo Jae-suk used to have really bad skin, but it's improved now, you know. I suppose you would have to invest a huge amount of money to see that kind of improvement, right?
