Please recommend a good cream for skin that feels very dry.

I am concerned because the tightness deep within my skin has gotten much worse, perhaps due to the dry air of winter. Even after layering my basic skincare products, my skin quickly feels tight and the dryness intensifies as time passes.
They say that dry skin leads to a lot of fine lines, and perhaps that is why I see so many fine wrinkles.
When I apply nourishing cream, the surface feels shiny but the inside feels dry. Is there a cream that deeply hydrates the skin while keeping it comfortable without irritation?

Also, is it okay to keep reapplying moisturizer whenever I feel dryness? Do you have any tips for resolving inner tightness?
