Please recommend a cream that helps regenerate skin that stings from the cold wind.

Hello. Lately, the temperature has been consistently below freezing and it has been so cold that my skin barrier has completely collapsed due to dryness. I feel like I need skin regeneration, but since I have combination skin that is prone to dehydration, choosing the right cosmetics is difficult. I tried a cream that is supposed to be good for regeneration, but I didn't see any effect, and the cold wind makes my skin sting and hurt as if it's tearing. I think I heard that La Roche-Posay Cicaplast Balm B5+ is good for skin regeneration; has anyone tried it? I heard it is good to apply when your skin stings. If you have any other good creams to recommend for skin regeneration, please let me know.
