Generally, it doesn't feel like it sits on the surface of the skin; instead, it adheres well to the skin!

The outer balm is firm but melts well and applies smoothly, while the inner balm is moisturizing and feels like it soothes the dry skin on the lips!

It doesn't seem to exfoliate or soften dead skin cells very effectively, but it seems like a good lip balm to use just to moisturize after removing some dead skin. It feels like it adheres tightly without sitting on the lips, and since there is absolutely no stickiness, my lips felt comfortable.
