Is it okay to choose a scalp moisturizer simply based on the criterion that "you should apply it when it is dry"?
Lately, my scalp has become unusually tight and sensitive, so I have started looking into scalp moisturizers again.
There were more variables than I thought. Which ingredients to use, and at what timing to use them for best results,

For a dehydrated scalp like mine, wouldn't simply supplying moisture be insufficient?
