This is a product called So Natural's Makeup Setting Magic Sealer. I bought it to try after seeing a makeup artist rave about it on YouTube, and it worked really well. Since I have monolids, my eyeliner and mascara tend to smudge easily, so I use a waterproof product first and then apply this over the line. You can think of it as creating a protective barrier.
