Not waterproof for summer, but smudge-proof eyeliner

Waterproof products are such a hassle to remove...

Are there any smudge-proof eyeliners that aren't waterproof?

I didn't like pencil eyeliner because it smudged so easily and turned the under-eye area black.

Do you have any recommendations?
