Should I apply eye cream after the cream?

You usually apply them in the order of toner, lotion (essence), and cream, right?
But I apply cream and don't use eye cream separately.
An older sister I know says she applies 8 different products before bed lol
I thought it might be a bit excessive.
Should I apply eye cream on top of the cream?
The ingredients of eye cream are no different from regular cream.
I think it was controversial at one point because it appeared on the news lol
