Is an ampoule better than toner for oily skin?

I have oily skin, so I'm always worried about shine and excess sebum. That's why I've been trying to keep my skincare routine as light as possible, mainly using toner. However, I heard from others that using ampoules actually helps balance oil and moisture, so I became curious.

 

Would using an ampoule be helpful even though I have oily skin? I'm also worried that using an ampoule might make my skin shinier or cause breakouts.

 

I've heard that there are many lightweight ampoules available these days, so I'm curious about the criteria for choosing one suitable for oily skin. I think the timing and amount of use are also important, and I would like to know if it is okay to use an ampoule instead of toner.
