I'm using tone-up sunscreen, but I found I still needed a cushion foundation to cover blemishes.
So, while searching, I purchased the Sulwhasoo Perfecting Cushion. It covers blemishes well, but it is a bit matte for dry skin. It is perfect if you apply a slightly moisturizing sunscreen before using the cushion!
I recommend it.
