Dry skin base

I have extremely dry skin... I get flaky skin even in the summer, and in the winter, it's so dry that my whole body peels. Because of this, no matter how many moisturizing products or dewy cushions I use, it feels bumpy and doesn't adhere well. I'm currently using the Espoir Be Glow Cushion, but please recommend a product that prevents flaking or a different base product.🥹
