Are there any people with oily skin who use something other than cleansing water?

I get breakouts when I use cleansing oil, so I'm using a cleansing water instead, but my redness is getting worse.

But if I use oil, I get breakouts, and if I use milk, it doesn't come off completely...

I'm having trouble deciding. Please give me some recommendations.
