First cleanse with cleansing oil

After applying sunscreen, use cleansing oil for the first step and foam cleanser for the second.

I used a cotton pad when wiping off the oil.

I ran out of cotton pads, so I just wiped it with water, and it feels really unsanitary.

It feels like it's still slippery even after the second application with foam.

Is it just my imagination, or do I absolutely have to wipe it off with a cotton pad?
