I recommend Hanskin Blackhead Gel Foam.

It has a jelly-like texture and produces a dense lather. Although it contains fine granules, I don't feel any irritation at all. It feels less drying and takes longer to dry than regular cleansing foams.

It doesn't feel oily and has a moisturizing finish, so I think it works well for dry skin. The scent is almost fragrance-free, and it feels like it helps with blackheads to some extent.
