Dry skin, oily skin

My face seems to be somewhere between oily and dry, leaning towards the oily side, but my scalp and skin are completely dry.

My dead skin keeps peeling off, and the dermatologist says my skin is out of balance, but they just told me not to wash my hair or shower often, so I don't know how to take care of it.
