Those who have had laser hair removal

A few years ago, I had laser hair removal done 10 times each for my underarms and calves.

I don't get breakouts in my armpits anymore, but they're coming back on my calves.

I'm wondering if it's because the place I went to wasn't effective, or if this is normal.
