Have you tried E-mart cotton pads?

I always soak a cotton pad with toner and use it as a wipe-off toner.

I've tried many types, including embossed, 5-ply, and sponge materials, but I've settled on E-mart cotton pads.

It is soft, so it is non-irritating and does not pill.

And it's really cheap, so I stock up on it in my vanity cabinet and bathroom.
