It is a cotton pad with a sponge-like texture, allowing you to use it as a skin pack with just a small amount of toner. In hot weather, I found it very effective for soothing sensitive skin when I soaked it generously and kept it in the refrigerator. Also, the pad is soft so it doesn't shed lint, and I don't have to worry about irritation when using it. It is also really great for removing eye makeup. I highly recommend it.
