Would it be effective to soak a tissue in toner and use it as a toner pack?

I ran out of cotton pads at home.

There is no Daiso near my house.

There's no Olive Young either

There's only a supermarket, but they don't sell cotton pads.

But before I put on makeup

I really need to use a toner pack so my makeup doesn't cake.

You can also soak a tissue in it.

Would that be okay?
