Dark spots under my eyes ㅠㅠ

I wonder when these dark spots appeared under my eyes...

I've been diligently applying sunscreen, but I still got this.

I am applying a whitening cream product.

I need to apply it consistently for it to be effective, right??? ㅠㅠ
