Do you have any tips for preventing eye makeup from smudging?

My biggest concern with eye makeup is

My makeup is smudging on my under-eye area.

I also tried applying powder to the eyeliner.

Even though I switched to a long-lasting mascara

It keeps spreading, maybe because I have to use eye drops frequently due to my contact lenses.

When I look in the bathroom mirror from time to time, it's so smudged

I get startled every now and then haha
