Is there a foundation that is moisturizing without sticking to hair?

I bought several foundations because I was tempted by claims of a dewy or radiant finish.

I still haven't found a product that I really like.

I am what you might call a "foundation nomad."

Why do products that claim to give a real radiant or dewy glow make my hair stick to my face so easily, even in a light breeze?

It's not like I slather it on just because I hate feeling stuffy...

On windy days like these, even touching up my makeup is annoying.

If anyone knows of a foundation that is moisturizing yet doesn't stick to hair, please recommend one.
