Are syringomas (water warts) around the eyes or next to the nose related to skin type?

At first, there were only one or two, but now they keep popping up around my eyes and look really bad, and they keep appearing next to my nose too, looking like something is smeared on it. Even though I had laser treatment...

They won't perform laser treatment on areas too close to my eyes. I have combination skin that gets really rough if I don't apply something moisturizing, so I use Atobarrier. I'm wondering if the cream is making it worse, or if it's just caused by another underlying issue. Is there any way to prevent this?
