Please recommend a cushion foundation that can hide dull skin.

My skin has a lot of blemishes and is dull.

I apply cushion over foundation to cover it up.

Over time, it clumps up and flakes off like dead skin, to the point of being embarrassing... Is there a cosmetic product that can conceal this while keeping my skin radiant and clean? Please let me know.
