Will using a reapplying sun stick still provide UV protection?

My skin is on the darker side, so I'm being extra careful when applying sunscreen.

You know they say you have to reapply it from time to time.

I apply powder after applying sunscreen.

It's not easy to reapply the sunscreen I initially applied over it.

I'm reapplying it using a clear sunstick.

I'm wondering if applying a sun stick over powder foundation provides any UV protection.
