Do you apply toner with a cotton pad?

I'm wondering whether I should use a cotton pad or my hands when applying toner.

Is applying it with a cotton pad good for refining skin texture?

I always apply it with my hands, so I'm not sure how to do it.

Which method do you all prefer?
