Do women have makeup standards?

I have a female friend, and there was a day when we hung out together.
But back then, she came wearing really heavy makeup,
And at other times, it looks like they came with almost no makeup on...

And since she has a boyfriend, I asked how much makeup she wears when she meets him.
I heard that back then, they prepare it really intensely for over an hour.
So, they said the reason we met was because the makeup would be finished in 30 minutes...
I'm curious what criteria you use whenever you meet someone like this.
Is there a standard?
