Makeup steps

Is there a step I think of when I do my makeup?
Let's say I'm wearing full makeup for a blind date or a wedding!!
I'm curious how many levels there are for each situation!!
Bare face – Cushion – Eyebrows – Lips – Eye makeup – ??
I've even seen people with good skin say they only put on lip balm before going out!
I wonder how other people do it..
