I have a question about eye makeup..

I'm a total beginner at makeup... When doing aegyo-sal makeup, people usually emphasize the area that forms when you smile, right?

But when I have a neutral expression, I don't have any, but when I smile, my aegyo-sal (under-eye bags) become thicker than my eyes. So when I do aegyo-sal makeup, they look like a double layer when I smile. What should I do in this case?
