Do dead skin cells slough off naturally?

I have dermatitis and am seeing a doctor, and since my skin is sensitive, I was told not to exfoliate and to wait for the dead skin cells to fall off.

I heard the skin regeneration cycle is 28 days, so I waited for it to fall off naturally, but even after about 3 months, it absolutely won't fall off.

Is it possible for dead skin cells to fall off on their own without exfoliation?
