What should I do when my hair shines like a broom due to bleaching damage?

I have damaged hair that gets bleached and dyed a lot.

When your hair is damaged, dry, and shiny

Is covering it with a dark color the only option?

Of all places, it's right on the crown of my head, so I can't even cut it.
