From what age can I start using eye cream?

At what age do you start using eye cream?

An older sister I know started using it in her mid-20s, and maybe that's why, even though she's in her 40s now, she doesn't seem to have many wrinkles.

I'm not sure if it's the effect of the eye cream or if it's just how I was born.
