Does tone-up whitening cream really have a whitening effect?

I've noticed that a lot of people are using tone-up whitening creams these days.
I've become interested and am looking into it, and I'm wondering if tone-up whitening cream really makes the skin look brighter immediately after application.

Leaving aside the tone-up effect, I want to know if it helps with whitening when used continuously, as the name "tone-up whitening cream" suggests.
I also found it important whether it applies smoothly or looks natural without smudging.

I am also concerned about whether there is a product suitable for sensitive skin, and whether it will stain clothes or leave a greasy residue after application.
