The nail technicians often give it to you as a free service when you go to the salon. It's super simple because you just have to quickly swipe it along your cuticle line after washing your hands or applying hand cream.

Also, I really love that they sell just the liquid inside separately online. I heard they sell the refill containers separately at Daiso too, haha. I highly recommend it!
