Daiso is good.

I often get cuticles on my hands and end up creating new ones while trimming them, but it is very convenient to simply file them down with a drill I found at Daiso. It’s not as good as what you’d find at a nail salon, but it’s great because it’s easy to use at home and affordable. After that, applying an oil pen makes my hands much softer. It’s really nice to be able to take care of them at home.
