Please recommend a mascara.

Sometimes when I use mascara, the mascara

It seems to be smudging, as the area under my eyes turned black like dark circles.

On top of that, it clumps up, maybe because I'm applying it incorrectly.

Are there any tips for applying mascara without clumping?

Also, please recommend any products that smudge less.
