Is this a budding romance? Or is he stringing me along?

I've been in the "getting to know each other" stage for a month now... I'm wondering if this is just me having a fling or if they're just stringing me along.
He's four years older than me, but we keep in touch quite often and go on dates once every two weeks... We went to see the cherry blossoms again this time...
But he still hasn't confessed. I clearly told him that I prefer a definite relationship... and that I like counting the days we've been dating, but he still hasn't.
I don't want to miss this opportunity, so I'm thinking of pretending to be drunk and asking to have a drink this time. What do you think?
Am I just being played in a dating pool all by myself?
