I apply curl cream when my hair is frizzy, but how do I tame the frizz?

It's been humid and raining all day, so my permed hair is extremely frizzy.
I'm using just any Miseen curl cream I have at home, but even after applying this, my hair is still frizzy.
Should I mix something like oil before applying it?
