What kind of rain boots do people with thin calves wear?

I've looked at all the rain boots that seem to be popular, but when I checked the calf measurements and measured them with a tape measure, they were too big. I think if I wear them, water will just pour inside. Are there any rain boots that are a bit narrower? I'm wondering if I should look into kids' brands.
