Mildly acidic cleanser

This is Zero Soap Mildly Acidic Daily Cleanser.

I heard that using a mildly acidic cleanser is good for morning washing, so I bought this.
This is my first time using a mildly acidic cleanser.
It really, really, really doesn't foam.
I've heard that lather is important for washing your face.
This really doesn't lather at all.
I heard that it doesn't produce a weak acidity very well.
I'm not sure if it's really this bad or if it's just unusual.
Since it's not lathering, I'm not sure if it's washing my face properly...
For starters, it wasn't irritating, and I didn't get any breakouts or anything like that.
I have a whisk at home, so I'll have to try finding it to see if that works.
