How do I remove sunscreen that flakes off like dead skin?

I use The Face Shop Long Lasting Sunscreen.

I found this product really good for oily skin.

It doesn't melt either!

But when I try to remove it, it won't come off no matter how much I cleanse twice. It's hard to scrub it off with a cleansing tissue.

It's too irritating to the skin.

Please recommend a good cleanser!
