It is a tweezers.

I have a lot of fine eyebrow hairs, so even when I use an eyebrow razor, I use tweezers for the parts that don't get cleaned well.

It's a Merzy tweezers, and as you can see in the picture, it's angled so you can use it delicately.

The grip is really good, so you can easily pull out even short hairs.
